Generative AI Ad Creative in 2026: Tools, Risks and Labelling

Generative AI ad creative in 2026: what Meta and Google tools now do, how brands use video models, new liability and brand safety risks, and AI labelling rules.

Generative AI is now a default part of how ads are made on the largest platforms. On Meta's third-quarter 2026 earnings call, CFO Susan Li said nearly 10 million advertisers used at least one of Meta's generative AI ad creative tools in the quarter, and that advertiser adoption of its video generation features grew 25% quarter on quarter 1. Google has built image and video generation directly into Google Ads. The question for marketing teams is no longer whether to use these tools, but how to control them.

This article covers what the main platforms now offer, how video models are being used in production, the brand safety and liability issues that surfaced in October 2026, and the labelling rules that now apply in Europe.

What Meta's tools now do

Meta's generative features sit mainly inside Advantage+ creative, its suite of automated creative options. Li said Meta expects generative AI tools to keep growing "primarily through the Advantage Plus suite" 1. She credited part of the video growth to ready-made videos that reduce generation time to a few seconds from a single image upload 1.

At Advertising Week New York in October 2026, Meta announced 2:

  • Static-to-video in Advantage+ creative, now generally available, turning existing still assets into video.
  • Ads Creative Studio, where marketers generate new video concepts and variations, then edit hooks, audio, clip length, captions and end scenes. It is available to selected partners, with wider rollout planned.
  • Video generation from catalogue listings, aimed at retailers with large product feeds.
  • More agentic capability in Meta's business AI assistant, which can generate creative elements, update targeting and change budgets through conversational prompts, plus tests of tools to import brand voice guidelines.

What Google's tools now do

Google's equivalent hub is Asset Studio inside Google Ads. In March 2026 Google announced Veo, its video generation model, in Google Ads: advertisers can upload up to three images and Veo creates a video of up to 10 seconds from each, which can then be packaged into ads with templates 3. Google said it was available in Asset Studio, across campaigns and in auto-generated Demand Gen campaigns, and could be paired with its Nano Banana image model to generate new images or swap backgrounds first 3. Google also cited internal data showing Demand Gen campaigns with at least three unique videos are more effective at lifting consideration and purchase intent 3.

At Google Marketing Live in May 2026, Google said Asset Studio would read a marketing brief, brand guidelines, website and campaign goals, then produce assets across several creative themes and formats, which users refine with plain-language instructions 4. It added one-click A/B testing and said video creation would arrive through Gemini Omni, a new multimodal model, with features rolling out globally in English over the summer 4.

Google Veo image-to-video, Nano Banana images, brief-to-asset generation, A/B testing 34

Video models in production: the Coca-Cola lesson

Brand-level productions have also moved to AI video. Euronews reported in November 2025 that Coca-Cola's AI-generated Christmas ad was made by a team of five specialists working through more than 70,000 video clips over 30 days 5. The ad drew a strong backlash, with critics calling it "soulless" and accusing the brand of choosing cost-cutting over human creatives 5. Coca-Cola's head of generative AI defended the project, saying: "The genie is out of the bottle and you're not going to put it back in" 5.

The lesson is not that AI video fails. It is that audiences judge AI work by how it fits the brand. A highly emotional, heritage-led holiday campaign invites closer scrutiny than a product demo in a performance feed.

Brand safety and liability: read the terms

The most important development for advertisers in October 2026 is contractual. Adweek reported that Meta's revised Commercial Terms, effective 30 October 2026, add an "AI Features" section making advertisers "solely responsible" for what Meta's AI features create or change in their ads, including features Meta switches on 6. The terms state that the AI features "may make mistakes" and that "any and all risks" fall on the advertiser 6.

Adweek described advertisers finding AI-added sitelinks, translated copy and AI-generated images and carousels in their ads, with one bookseller discovering an AI illustration added to a human-made ad after an account update 6. Some agencies now switch off Meta's default AI automation on every campaign, while Meta said advertisers can turn off individual Advantage+ features in Ads Manager at any time 6.

In practice, this makes creative governance a media-buying task. Someone has to check which enhancements are on, at account and ad level, before launch.

Disclosure and labelling rules

Two frameworks now shape AI labelling for brands active in Europe.

EU AI Act. The AI Act's transparency obligations apply from 2 August 2026 7. In June 2026 the European Commission published a voluntary Code of Practice on marking and labelling AI-generated content, stating that deepfakes and AI-generated text on matters of public interest must be clearly labelled 7.

IAB framework. In August 2026 IAB updated its AI Transparency and Disclosure Framework, first released in January 2026 8. It calls for targeted rather than universal labelling, focused on cases where AI materially affects authenticity, identity or representation 8. Disclosure is recommended for AI images and video generated from prompts, synthetic avatars and digital twins of living people in fabricated situations, but not for routine post-production, clearly fantastical imagery or ad copy 8. IAB's research found that more than half of consumers want brands to disclose when an ad is fully AI-generated 8.

A workable workflow

A practical generative creative workflow in 2026 looks like this:

  1. Set inputs first. Load brand guidelines, approved imagery and claims into the tools that accept them 24.
  2. Decide which enhancements are allowed. Agree a default per account and document it, given Meta's new terms 6.
  3. Generate in volume, review in batches. Use AI for variation and formats; keep human approval for anything showing people, products or claims.
  4. Classify for disclosure. Tag each asset against the IAB categories and EU rules before it goes live 78.
  5. Test against human-made control ads. Use platform A/B tools to measure whether AI variants actually improve results 4.

Key takeaways

  • Nearly 10 million advertisers used Meta's generative creative tools in Q3 2026 1.
  • Meta and Google now offer image-to-video generation inside their ad platforms 23.
  • From 30 October 2026, Meta advertisers carry the risk for AI edits, including default-on features 6.
  • EU AI Act transparency obligations have applied since 2 August 2026 7.
  • IAB recommends targeted, not universal, AI disclosure 8.

What this means for your brand

Treat generative AI as a production tool with governance attached, not a switch left on by default. Audit every ad account for active AI enhancements and decide which ones match your brand standards. Write a short AI disclosure policy that maps to the IAB categories and EU rules, and apply it at upload. Keep human review for faces, products and claims, and judge AI creative by tested results rather than volume produced.
